Baku insists on Constitutional change for Armenia peace accord

Early last month, Azerbaijan’s President, Ilham Aliyev, announced that an agreement to normalize relations with Armenia is unlikely to be signed unless it changes its constitution. Specifically, this would mean removing a controversial preamble that references the 1990 Declaration of Independence, which in turn is based on the 1989 Joint Statement on the “Reunification of the Armenian Soviet Socialist Republic and the Mountainous Region of Karabakh.”

Last week’s decision by the European Commission to recommend Georgia receive European Union candidate status caught many by surprise. A survey conducted by the Tbilisi-based Caucasus Research Resource Centre (CRRC) in the previous days showed that, despite widespread support for EU membership, only 33% of respondents believed it would obtain it. Unlike Ukraine and Moldova, which became candidates in June last year, Georgia had instead been required to address 12 priorities first.

Giving the reason as “time constraints,” he made the announcement while participating remotely in a conference held in Yerevan.

Following Azerbaijan’s 19 September military offensive that led to the dissolution of the breakaway but unrecognised mainly ethnic Armenian-inhabited entity of Nagorno Karabakh, there had been hopes Armenian Prime Minister Nikol Pashinyan and Azerbaijani President Ilham Aliyev would meet again at the European Political Community summit in Granada, Spain. However, on the eve of the 5 October talks, Aliyev pulled out, citing the presence of French President Emmanuel Macron in the multilateral meeting that also included German Chancellor Olaf Scholz and European Council President Charles Michel.

Nagorno Karabakh, dissolution and new challenges ahead

Last week, on 28 September, Samvel Shahramanyan, the de facto head of the self-declared and unrecognised Nagorno Karabakh Republic, signed a decree on the dissolution of the separatist entity. Inhabited mainly by ethnic Armenians but situated within Azerbaijan, what remains of the former Soviet-era Nagorno Karabakh Autonomous Oblast (NKAO) will cease to exist by the end of the year.
