For many, the significance of yesterday’s bilateral meeting between the Armenian and Azerbaijani Foreign Ministers, Ararat Mirzoyan and Jeyhun Bayramov, appears to have been overlooked. Instead, all attention was focused on the later meeting of the two state officials with U.S. Secretary of State Antony Blinken. Though important, the preparation of a peace treaty between Armenia and Azerbaijan has actually been assigned to the Foreign Ministers in a bilateral format and not to one with the direct involvement of any external actors.

Following the arrival of a technical assessment team to Armenia, a monitoring mission from the European Union today started patrolling the country’s border with Azerbaijan. The decision to deploy the 40 or so civilian monitors has been widely welcomed and applauded but it is important to realise what it is and what it isn’t. Following the European Union’s announcement that it would send a 40-person civilian monitoring mission to the Armenian border with Azerbaijan for a maximum of two months, Armenia’s Foreign Minister Ararat Mirzoyan later surprised many by announcing that Yerevan was also discussing the deployment of observers from the Organisation for Security and Cooperation and Europe (OSCE). This declaration was made on 18 October during a press conference held in Yerevan alongside his Norwegian counterpart, Anniken Huitfeldt.

At the beginning of April, LINKS Europe published its long awaited recommendations for confidence building measures (CBMs), drawn up by a Joint Armenian-Azerbaijani Liaison Group after six months of consultations in Baku, Yerevan, and Kakheti (Georgia). In its preamble, the authors particularly noted the need to build trust between the parties as well as promote dialogue in support of what appears to be a new peace process. The report was financed by the European Union’s EU4Peace project.

Yesterday, European Council President Charles Michel facilitated talks between the Armenian Prime Minister, Nikol Pashinyan, and the Azerbaijani President, Ilham Aliyev, in Brussels. It was the third such meeting held in this format. Its structure was the same too, with Michel meeting with each leader separately before all three convened for another trilateral meeting.

Hopes Dashed for Armenia-Azerbaijan Meeting in Granada

Following Azerbaijan’s 19 September military offensive that led to the dissolution of the breakaway but unrecognised mainly ethnic Armenian-inhabited entity of Nagorno Karabakh, there had been hopes Armenian Prime Minister Nikol Pashinyan and Azerbaijani President Ilham Aliyev would meet again at the European Political Community summit in Granada, Spain. However, on the eve of the 5 October talks, Aliyev pulled out, citing the presence of French President Emmanuel Macron in the multilateral meeting that also included German Chancellor Olaf Scholz and European Council President Charles Michel.

Nagorno Karabakh, dissolution and new challenges ahead

Last week, on 28 September, Samvel Shahramanyan, the de facto head of the self-declared and unrecognised Nagorno Karabakh Republic, signed a decree on the dissolution of the separatist entity. Inhabited mainly by ethnic Armenians but situated within Azerbaijan, what remains of the former Soviet-era Nagorno Karabakh Autonomous Oblast (NKAO) will cease to exist by the end of the year.

On 3 October, media reported that Arkhady Ghukasyan, Bako Sahakyan, and Arayik Harutyunyan had been apprehended and transferred from Karabakh to Baku, where they face multiple charges stemming from crimes allegedly committed under their de facto leadership of the small separatist region situated within Azerbaijan.
