It is now time for Armenian and Azerbaijani analysts and political scientists to elaborate potential models for integration in unison. Though Baku says it already has a plan, no details are known or even if it exists at all. And even if it does, then Armenian and Azerbaijani civil society could have suggestions and recommendations.
On 12 September, after nearly months of not receiving any, humanitarian assistance finally arrived in Karabakh, albeit not without controversy. Having crossed the border between Azerbaijan and the Russian Federation three days earlier, it was meant to travel from Samur to Askeran via Baku, Barda, and Aghdam. However, it remained delayed for days as some wondered whether it would ever arrive at all.
Arayik Harutyunyan, the de facto leader of what remains of the former Nagorno Karabakh Autonomous Oblast (NKAO), has resigned. Though many were skeptical, given similar pronouncements in recent months, Harutyunyan, who held the otherwise unrecognized position of ‘president’ of the mainly ethnic-Armenian breakaway region, was true to his word this time.
To little fanfare, campaigning last week kicked off for municipal elections to be held in Yerevan next month. Despite the inauspicious start, however, the vote could prove eventful with local matters such as public transportation and garbage collection playing second fiddle to much larger issues facing the country – Karabakh and the future of the Armenian prime minister, Nikol Pashinyan, in particular.
Representatives of Azerbaijan and the defacto authorities representing local ethnic Armenians today met under the auspices of the Russian peacekeeping force at its headquarters in Khojali. Such meetings are not new but there are a few major differences.
Tomorrow, 17 January, residents of what remains of the besieged and breakaway Soviet-era Nagorno Karabakh Autonomous Oblast (NKAO) will be allocated ration coupons for basic and essential foodstuffs as control of the strategic Lachin Corridor by self-identified Azerbaijani environmental activists enters its second month. Despite their claims, however, most consider the effective but albeit partial blockade of the region, situated within Azerbaijan but populated mostly by ethnic Armenians, to be more than just about that.
Not unexpectedly, on 20 January, certain food products in Karabakh will only be available via a rationing coupon or voucher system. This had already been announced by defacto State Minister on 8 January before it was then announced yesterday that it would brought into operation on 20 January. This is something anyway anticipated when stocks in shops started to increasingly disappear or sell out quickly. The coupons will be distributed on 17 January.
Some residents had already been quoted by media calling for such a system as the effective siege of Karabakh on the Lachin Corridor enters its second month.
Yesterday, Artur Tovmasyan, defacto Speaker of Karabakh’s National Assembly, issued a statement calling on the Russian, French and U.S. Presidents to force Azerbaijan to allow an airlift from Armenia to the isolated region’s airport situated outside of Stepanakert. The remarks came after over three weeks of what are claimed to be environmental protests effectively blocking access to and from Karabakh on the Lachin Corridor.
Understanding the situation in Karabakh in the fourth week of what amounts to an effective blockade is increasingly difficult. Some social media accounts allege starvation is already upon the population while others say there are no problems at all. In reality, neither is correct and even though defacto State Minister Ruben Vardanyan says that the region, situated within Azerbaijan with only the narrow 5 km-wide Lachin corridor to connect it to Armenia, is able to last longer than the three weeks it already has even with imported product shortages.
Russian border guards left Yerevan’s Zvartnots Airport last week, concluding their nearly 32-year presence. The first point of contact for many citizens and tourists arriving by air in Armenia, their exact duties and numbers were never formally announced. The 1992 agreement between the Russian Federation and the Republic of Armenia instead only refers to the Border Directorate of the Federal Security Service (FSB) ensuring the protection of the border with Turkiye and Iran.
Since the exodus last fall of over 100,000 ethnic Armenians from the once disputed but now dissolved territory of Nagorno-Karabakh, many have believed a resolution to the three-decade-long conflict to be within reach. Up until Azerbaijan’s operation to disarm the remnants of the breakaway region’s military last September, the region was internationally recognized as part of Azerbaijan but was governed and populated by ethnic Armenians.
At the beginning of July, Armenian National Security Secretary Armen Grigoryan announced that talks with the United States to replace Armenia’s aging Metsamor nuclear power plant were now at a “substantive phase.” The first of two reactors at the power plant started operating in 1976, and the plant has largely met Armenia’s energy needs since. Metsamor produces 30–40 percent of Armenia’s electricity, depending on fluctuations in demand.
